  Strengthening Cooperation of Montenegrin CSOs and Parliament
 
01/2010-03/2011

The 15-month project, funded by EIDHR and implemented with the Centre for Development of Non-Governmental Organizations (CRNVO) aims to increase the level of participation of CSOs in the process of shaping and implementation of public policies dealing with human and minority rights. The project specifically aims to achieve strengthened cooperation of the Parliament of Montenegro and relevant CSOs.

ECNL is involved in the following activities:

  • drafting a Memorandum of Cooperation between th Parliament and human and minority rights CSO;
  • providing trainings for CSOs and members of Parliament.;
  • preparing a brochure on regional and international best practices pertinent to citizen participation.

      Moldova Civil Society Strengthening Program (MCSSP)
     
    11/2009-08/2012

    Moldova Civil Society Strengthening Program (MCSSP) is a three-year effort funded by the United States Agency for International Development (USAID) and implemented by Academy for Educational Development (AED) and the European Center for Not-for-Profit Law (ECNL). The purpose of the program is to strengthen representative democracy in Moldova through support for a constituent-driven, financially viable civil society sector. Through MCSSP, AED and ECNL will provide a variety of services to civil society organizations (CSOs), including funding, technical assistance, information sharing, coordination mechanisms and networking. ECNL is primarily in charge of implementing Objective 3.

    The Program has four main objectives:

    1) Enhancing the skills of CSOs to effectively represent citizen interests ;
    2) Improving the governance and management of CSOs ;
    3) Strengthening the legal and fiscal framework for CSOs ;
    4) Promoting the diversification of financial resources available to civil society organizations.

      Upholding Sustainability of Voices for Human Rights
     
    09/2009-03/2011

    ECNL in partnership with the Civil Society Development Foundation (CSDF Hungary), the Center for Philanthropy (CfP Slovakia) and the Political Capital Policy Research & Consulting Institute (PC Hungary) is implementing an 18-months project funded by the Open Society Institute and its Human Rights and Governance Grants Program (OSI HRGGP) on the sustanability of human rights advocacy and watchdog NGOs.

    The human rights and accountability watchdog (HRAW) NGOs have played a crucial role in developing democracies of the new member states of the European Union and in addressing key human rights issues. However, their longer term sustainability is at stake due to the decrease of foreign funding, which has been their prime resource, but also other factors such as general hesitance to use available government funds, internal capacity to manage grants from the EU and ability and knowledge to rely on local fundraising and alternative resources.

    As an overall objective, the project will aim to improve the longer-term sustainability and strengthen the potential of HRAW NGOs to use alternative resources through comprehensive research and advocacy.

    The project will aim to achieve the following specific objectives:

  • Gain an in-depth understanding of the current funding environment of the HRAW NGOs, especially in regard to the potential of EU-level funding programs.
  • Explore existing philanthropic practices and opportunities to raise funds and generate income.
  • Prepare an Advocacy Report including policy objectives and recommendations for effective advocacy to enhance sustainability of HRAW NGOs.
  • Develop an advocacy strategy and action plan.
  • Undertake key advocacy and lobbying activities to achieve policy goals, with an emphasis on those aimed at the European Union.
  • Engage HRAW NGOs in the advocacy process and build their capacity to more effectively advocate at the EU level.

      Non-Profit Legal Reform in Hungary – Phase III
     
    05/2009-10/2010

    Building on the previous phases of the project on non-profit legal reform in Hungary, ECNL in cooperation with Okotars Foundation works on promoting Hungarian non-profit legal reform through developing a concept for endowment legislation and preparing a proposal for a review of the law on public benefit organizations. In addition, the project also assists the work carried out under the auspices of other segments of the whole Civil Trust project. (e.g.: reform of social service provision, questions regarding tax deductions).

    Types of services provided:
    • Legal research and analysis;
    • Development of legal reform concept regarding endowments;
    • Policy and strategy development;
    • Consultancy and assistance in advocacy and lobbying efforts.

      Sustainable Development of the NGO Sector in BiH - Phase II.
     
    08/2008-08/2011

    The three-year project, funded by USAID and implemented with the Civil Society Promotion Center based in Sarajevo, is designed to strengthen the self-regulation of the non-profit sector in BiH and the relationship between the non-profit sector and government. A main
    element of the project is to develop a program and agreement on cooperation
    between the government and non-profit sectors in BiH.

    The Project consists of four program components:
    1. Improving legal and regulatory framework for NGOs;
    2. Increasing financial sustainability of NGOs;
    3. Increasing public support for civil society;
    4. Strengthen capacity

      Serbia Civil Society Advocacy Initiative
     
    09/2006-09/2011

    The aim of the project is to improve the legal and regulatory framework for civil society organizations (CSOs) in Serbia. During the course of this program ECNL will provide technical assistance to support on-going CSO legal and regulatory reform and achieve four main objectives:

  • to support the adoption of a progressive Law on Associations
  • to help create an enabling legal framework for volunteerism
  • to improve the regulatory framework for CSO financing
  • to support effective monitoring of the implementation of the CSO legal framework by government agencies.

    In addition, ECNL will assist in addressing constitutional reform as it relates to freedom of association, and will assist local partners in developing (1) greater sustainability of the CSO sector at large, (2) stronger partnerships between civil society, government, the business community and the media, and (3) more diversified sources of local funding, including a culture of corporate social responsibility.

    Just Released! UNV Report: Laws and Policies Affecting Volunteerism Since 2001
    UN Volunteers just published a global research study on trends and lessons in the development of supportive volunteerism policies and legislation developed by ICNL and ECNL. An overall review was conducted in 7 regions, complemented by country-specific case studies. The study analyzes considerations in drafting and implementing volunteerism laws and policies, and highlights the need to tailor them to specific local, national, and regional contexts. Since the International Year of Volunteers (IYV) in 2001, governments, the UN system, civil society partners, and other stakeholders have increasingly recognized that volunteerism makes significant contributions to peace and development.
