Workshop for NGO Fund Operators in Brussels organized by EEA Grants and Norway Grants 18/04/2014

On 19 March, ECNL delivered a session on enabling environment in Brussels within the framework of the two day workshop organized by EEA Grants and Norway Grants related to its NGO programmes. The workshop brought together national NGO programme operators from 15 beneficiary countries to share knowledge and expertise. The Norwegian Ministry of Foreign Affairs was also present at the meeting to learn from the experiences of the Operators.

Reflecting growing global recognition of the need to protect the legal and physical space for civil society, this week the 25th session of the United Nations Human Rights Council (HRC) in Geneva included two major events dedicated to the topic.

ECNL co-organizes UN HRC side event: Emerging threats and actions to restore freedoms 13/03/2014

ECNL is co-organizing a side event to the UN Human Rights Council 25th session, titled, “CIVIL SOCIETY SPACE: Emerging threats and actions to restore freedoms,” on Wednesday, 12 March 2014 from 13:30-14:30 in the Palais Des Nations.

The side event, paneled by the United Nations Special Rapporteur on the rights to freedom of peaceful assembly and of association, Maina Kiai, and civil society activists from Ukraine, El Salvador, Libya, Malaysia, will seek to identify what the emerging threats are to civil society operations, and reflect on key steps that States and the UN must take to protect the spaces in which civil society operate.

The event is co-sponsored with he International Center for Not-for-Profit Law (ICNL), Article 19, CIVICUS: World Alliance for Citizen Participation, World Movement for Democracy, and the Governments of Ireland, Sweden, Sierra Leone and Tunisia.

MEPs pass resolution to address fundamental rights compliance by the EU members 07/03/2014

The European Parliament adopted a resolution urging the European Commission to improve respect for fundamental rights in the EU. The motion of the resolution was put forward by the Committee on Civil Liberties, Justice and Home Affairs (LIBE) calling upon European institutions to set up a monitoring system for EU member countries’ compliance with the Charter of Fundamental Rights. This new mechanism should also provide indicators, include binding recommendations and impose penalties for member states that are in violation.

JOIN ECNL’S TEAM! Apply for a Senior Legal Advisor position now! 24/02/2014

ECNL is currently seeking a Senior Legal Advisor to join its team in Budapest. By joining ECNL, the senior legal advisor will become part of an international network of CSO lawyers working on issues such as: framework laws for CSOs; policies and laws for CSO sustainability; models for CSO-Government partnerships; participation and policy dialogue; and counter-terrorism initiatives affecting CSOs. The Senior Legal Advisor will engage in legislative processes affecting CSOs in the developing countries and will work closely with the Executive Director on initiatives at a European level. S/he will help build capacity of local partners, research frameworks and practices that support or impede CSO work, help develop advocacy strategies. S/he will also participate in ECNL’s work to promote CSO development effectiveness and will engage in initiatives at the EU and UN level affecting freedom of association and assembly.

New law on foreign funding restrictions registered in Ukraine 23/02/2014

On January 28 the draft law on Organizations which Receive Financing from Abroad was registered in Ukranian Verkhovna Rada. Similarily to January 16 laws, the draft was prepared by deputy Kolesnichenko. The draft aims to restrict access to foreign funding for CSOs and mass media in Ukraine.

Press Conference and Discussion on the Final Draft of Iraqi Charter of Cooperation 22/02/2014

ECNL continues to facilitate the development of a federal-level policy document for collaboration between public authorities and NGOs in Iraq. The last phase of the drafting process has been ongoing since November 2013, and now a press conference has just been announced to present the final draft of the Charter of Cooperation between Public Authorities and Non-Governmental Organization on February 22.
